Carlbom Charged With Sexual Intercourse Without Consent

John Joseph Carlbom is facing the charge of sexual intercourse without consent in Yellowstone County District Court. Carlbom, 51, is accused of raping a teenage girl during a visit to Billings.

According to court records, the Billings Police Department started an investigation after a teenage girl reported that Carlbom had been communicating with her over texts and social media. During August, Carlbom sent messages to the girl and asked her to sneak out of her home to meet with him. He then allegedly picked up the teenage girl and drove her to a local hotel where he reaped her. If convicted of sexual intercourse without consent, Carlbom could be sentenced up to life in prison.

In October 2023, the Montana Board of Medical Examiners has released a final order regarding sanctions against Carlbom, who previously served in Wolf Point as an EMT supervisor.

Carlbom worked as the director of Powell Emergency Medical Services in Deer Lodge from 2019-2020, where he supervised other EMS employees. The findings note that he supervised three female EMTs whom he subjected to various forms of sexual harassment and sexual contact.

During the investigation, Carlbom told the Montana Department of Labor and Industry Department’s investigator that he previously worked as an EMT in Wolf Point and was instructed by his employer’s human resources department seven to eight years ago to stop massaging people at work.

In addition, Carlborn is facing two counts of sexual intercourse with a minor in Sanders County.

The case among the two jurisdictions (Sanders County and Billings Police Department) called for a collaborative effort and resulted in a $250,000 warrant from each jurisdiction totaling $500,000.
