A bill that would increase the penalty for multiple driving under the influence offenses passed its second reading in the House on Tuesday, Feb. 16. House Bill 115, sponsored by Rep. Bill Mercer, R-Billings, passed the second reading by a 74-25 margin. Under the bill, an individual with a fifth or subsequent offense would face a fine of not less than $5,000 or more than $10,000 and imprisoned
