TEB Approves Public Law 93-638 Proposal For IHS
The Fort Peck Tribal Executive Board held their full board meeting July 8.
During Law and Justice, the board approved the Fort Peck Tribes, through the Fort Peck Tribal Court, to enter into a Tribal Professional Services Agreement and appoint Majel Russell as a special tribal prosecutor until Sept. 30.
The board approved the Tribes contract proposal to IHS including the FY 2025 AFA, scope of work budgets, start-up, salaries and fringe benefits packages for the full-time equivalent and parttime positions for the optometry and audiology programs and related PFSAs that support those programs and further authorizes the chairman or vice-chairman to transmit the proposal to the IHS for the agency’s prompt consideration and negotiation in accordance with the requirements of Pub. L. 93-638 as amended.
The board approved names for those who will be granted tribal arrest authority under the Reciprocal Cross Deputization Agreement.
During the education committee, the board approved the Head Start administration to submit carry over application and budget revision of $1,173,638.00 from the fiscal year 2023 upon approval of granting agency.
The board authorized the Head Start director to apply the Head Start C.F.R part 103 supplemental facilities application for the FY24, allocating additional Head Start funds for facility purposes.

The Fort Peck Housing board of commissioners approved the hiring of Louella Contreras as the executive director of Fort Peck Housing Authority.
During finance, the board approved the donation of a buffalo to Red Eagle Church congregation for feeds and fundraisers.
The Information Technology Department was approved to update and amend the information Technology Department Fort Peck Assiniboine and Sioux Tribes policy for personal use of IT resources with the attached risk management section, table of contents, glossary and policies to improve the Fort Peck Tribes procedures in regards to cyber security.
The board approved a loan to the Oswego Community Organization $3,000 for tickets to the fair and swimming passes for the children to be paid back when OCO draws down funds from their trust account.
The board authorized Norval Electric Cooperative Inc. to install, operate, maintain or remove underground and overhead electrical facilities in the townsite of Frazer.
The board approve of Atkinson Rain Gutter and Repairs’ Bid# 22-08 from the Tribal Transit Program Facility Improvements in the amount of $53,768.15.
Tom Weeks was approved as construction manager to build Wolf Point/Poplar Head Start.
The board approved a cost reimbursement to survey six new lots for the professional housing project in the amount of $25,000.
Tribal Historic Preservation Officer Dyan Youpee was approved to submit a request to serve on the NPOAG.
During health and human services, the board approved the Tribal Health Department to hire summer interns at $22 per hour, same hours as the dialysis nurses, three 12-hour shifts a week for 60 days.
The board approved one buffalo to be donated to the Fort Peck Diabetes Program. The diabetes program will pay for the cost of processing the buffalo and the programs funds are available.
Dialysis RO equipment was approved for purchase at an estimated total of $271,457.53 from Fresenius USA Marketing using ARPA funding.
The board approved the purchase of property 513 Johnson St. in Wolf Point for the amount of $128,000.
The board also approved the TTP/IRR program to receive funding from the Montana State Department of Transportation in the amount of $1,504,215.23.
