Culbertson Municipal Elections Canceled, Residents Talk Ordinance Enforcement

The Town of Culbertson held their regular meeting Monday, Sept. 13. A resolution was passed canceling the November election of local municipal officers. All candidates ran unopposed.

Public comment was offered on non-agenda items, including the topic of enforcement of town ordinances. Currently, the town has a contract for enforcement with the Roosevelt County Sheriff’s Office.

Residents expressed frustration at the apparent lack of enforcement regarding improperly parked vehicles, overgrown weeds, dead trees and blight generally. Vacant homes and properties were also identified as a problem.

Council members said they are looking in to alternate ordinance enforcement options and/or special contracting arraignments.

Residents also raised the issue of sketch/site plans, which must be submitted to the town before the addition of any structure or structures on properties within town limits. They said many local residents aren’t submitting their plans to the town for approval or paying the $150 fee.

A special event application was approved for the 2021 homecoming parade.

Public works director Bob Jasper had his accruing vacation time applied moving forward, if he ever decides to take a break.

Tara Nickoloff again raised the issue of creating a special improvement district on 1st St. E., for the purposes of road improvement. Council members explained the process for attaining the status of a special district, which includes advertising your intention in the newspaper.

A sketch/site plan was approved for updated signs at Roosevelt Medical Center.

A donation was made to the pool bathhouse project in the amount of $25,000 from the Town Pump Charitable Foundation. The town has applied for two additional grants for the project, which are pending.

Bids were opened for the disposition of town property. Bids were received for all available town property except for the street sweeper.

Minutes were approved for the Aug. 9 regular and budget meetings. Financial reports and claims were approved, including treasurer reports, general journal vouchers, payroll vouchers and August bills.

The next council meeting is set for Tuesday, Oct. 12, at 6:30 p.m.
