Man Faces Fourth DUI Charge

Arther Lee Chapman is facing the charges of driving under the influence, fourth or subsequent offense, failure to carry proof of insurance, second offense, and operating with an expired registration.

When a traffic stop was conducted in Culbertson on Nov. 23, Chapman admitted to a Montana Highway Patrol officer that the vehicle was not registered and did not have insurance.

The officer observed in the vehicle’s back seat a partially emptied beer bottle with several more beer bottles in a six-pack covered with a jacket.

When Chapman agreed to perform some standardized field sobriety tests, he scored a six out of six clues on the horizontal gaze nystagmus test, a seven out of eight clues on the walk and turn test and scored a three out of four clues on the one-legged stand test.

When Chapman agreed to provide a preliminary breath sample, the breath test read 0.135. He was arrested for DUI.

Chapman had three prior DUI convictions occurring on Nov. 27, 2007, in Choteau County, June 27, 2018, in Helena, and an aggravated DUI conviction in Lewis and Clark County.
