Bainville Council Approves Jobs Descriptions, Policy Changes
The Bainville Town Council held their regular meeting March 14 at the city office. The meeting was called to order at 7 p.m. Mayor Toby Romo was present, along with councilpersons Carol Rasmussen, Nick Tester and Matt Giese.
During the treasurer’s report, an invoice for attorney Greg Hennessy was reviewed. Romo asked whether the bill submitted would be all the town owes moving forward and Hennessey explained that he is owed for past services. Romo indicated that he felt the invoicing was out of order, saying, “I don’t think it’s on the town to pay all these old bills.”
Hennessey explained that serious illnesses and deaths in his family have prevented him from submitting invoices in a timely fashion but said he feels he should be compensated for work he has already completed on the town’s behalf. Romo agreed to review the invoicing and Hennessey said he would provide the invoices as soon as possible.
Public works director Lyle Lambert said the new alarm siren is up, but said it isn’t wired in yet. He said parts are ordered and said the town needs to increase its backup supply of repair pipes.
The council approved changes to the job descriptions for clerk/treasure, public works director and maintenance foreman. The council also approved the annual financial report for fiscal year 2021 and changes to the town’s personnel policy manual.
During the fire department report, efforts to improve the town’s defenses against catastrophic fire damage were discussed. Suggestions included a controlled burn perimeter around the town.
Romo suggested amending the town’s impact fee resolution to make it possible for wastewater impact fee exemptions to be shared. He said he feels his related personal business holdings are a conflict of interest. The council agreed to consider issue moving forward.
The council approved a purchase agreement with Dakota Land Homes. Details about the agreement were not available at press time.
The next regular meeting is set for April 11 at 7 p.m. at the city office.
