Display Guidelines
• The flag should be displayed in public only from sunrise to sunset, unless it is illuminated during darkness.
• The flag should not be displayed during rain, snow and wind storms, unless it is an all-weather flag not prone to damage.
• On Memorial Day, the flag should be displayed at half-staff until noon. The flag may also be flown at half-staff to honor a newly deceased federal or state government official by order of the president or governor.
• When displayed either horizontally or vertically against a wall, the blue field should be uppermost and to the flag’s own right (the observer’s left). The same guidelines apply to a window display: the blue field should appear on the left to observers viewing it from the street.
• The flag should never be displayed upside down, unless to convey distress or great danger.
• Dirty, ripped, wrinkled or frayed flags should not be used. An American flag that is worn or damaged beyond repair should be retired in a respectful manner.
