He observed several individuals at the roadway intersection, several others near the “No Loitering” sign in the parking lot and three additional individuals trespassing near the north side train tracks. After Cambridge activated his emergency lights and sounded the siren in three distinct short bursts in an effort to disperse the group.
According to court documents, Sietsema then began yelling at the offi cer about the sirens. A crowd began to form in the surrounding area. The encounter was visible and audible to members of the public. When Cambridge reentered his vehicle, Sietsema resumed using profanity, according to court documents. Sietsema said he would speak with the mayor. He also said he will attend the next city council meeting.
Cambridge traveled to the police department to retrieve his external carrier vest and body worn camera. Dispatch advised him that a complaint had been received regarding an officer using a siren. The police chief advised dispatch that the individual would be arrested for disorderly conduct.
Cambridge then advised officers that they were going to the area of Albertsons to arrest Sietsema. Upon arrival, he immediately approached Sietsema and instructed him to turn around. Sietsema said, “I don’t think so.” Cambridge replied, “Oh, yes so.”
Sietsema quickly went to his vehicle and slammed the door shut. Cambridge suffered an injury when he pulled Cambridge’s arm in with his forearm and pushed out, causing the inner side of Cambridge’s arm to strike the truck body. Sietsema again closed the door and fled the scene at a high rate of speed. He continued west on Blaine Street and ran the stop sign at Blaine Street while turning left onto U.S. Highway 2. He was pursued by four patrol vehicles.
He continued west on Highway 2 at a speed at approximately 75 miles per hour. Sietsema concluded the pursuit when he came to a stop at 6260 U.S. Highway 250. He exited his vehicle and disobeyed lawful commands to stop. He was ordered to turn around multiple times and did not comply. He eventually dropped to his knees and then positioned himself on the ground.
