Dale Robert Fowler is facing two counts including the felony charge of criminal possession of dangerous drugs. He also has been charged with criminal possession of drug paraphernalia, a misdemeanor. If convicted of the possession charge, maximum penalties are five years in the state prison and a fine of $5,000. Fowler is scheduled to appear in district court on Dec. 13. According
