Bainville Council Discusses Issue

The Bainville Town Council held its regular monthly meeting on Monday, March 9. Council members Carol Rasmussen and Will Rathbun were in attendance, with John Gilligan available by phone. Guests present were Cora Norton, David Norton and Darrel Rasmussen.

Amended claims were approved in the amount of $26,820.90. Payroll was approved in the amount of $6,549.62.

During public comment, concerns were raised about street signs in need of replacing, alleys torn up and partially clogged storm drains. Mayor Romo said town employees are itemizing missing and damaged signs and preparing to replace them. Plans to blow out culverts are also under way.

During public works, Romo said he temporarily solved a problem with the lift station with help from off site contractors. He said that repairs to the lift station computer monitoring system are planned.

The Roosevelt County Sheriff’s Office submitted its monthly report, covering Feb. 1-28. There were 15 calls for service, no arrests and one citation. Romo said problems in Bainville during February included an incident involving dogs running at large, attacking a local pet.

A bid was approved from Badlands Construction to fix the gutters on the lagoon shop building at a cost of $5,750.

Reserves were set for the anticipated sale of the town’s John Deere tractor, mower and attachments at $5,000 for the tractor and $500 for the mower attachment. A valuation is being conducted on the town’s irrigation pivot, which will also need a reserve bid set. The council approved a transfer off approximately $28,000 from the Bainville Community Association to the Bainville Softball Fund, with further itemization expected. The mayor said the transfer is part of an attempt to managed municipal funds with complete transparency.

Water loss was reported at 41 percent for February, with a total loss of 269,157 gallons.

The next regular meeting is set for Monday, April 13, at the city office. The meeting starts at 7 p.m.
