Bainville Council Approves Interlocal, Building Permits

The regular meeting of the Bainville Town Council was held their on June 10. Present were Mayor Toby Romo and council members Carol Rasmussen, Will Rathbun and John Gilligan. Also present were clerk Billie Jo Cochran and guests Cora Norton, Darrell Rasmussen and Darin Hannum.

Discussion was held on the new Interlocal Law Enforcement agreement with the Roosevelt County Sheriff’s Office. RCSO sent over the new agreement. The council discussed the agreement and approved the new contract.

The Bainville Community Development Committee held a meeting on May 15. The group discussed Bainville Town Clean Up Day scheduled for July 20, starting at 8 a.m.

They also discussed grant opportunities for a new building and said that they are working on creating a town brochure.

A building permit was approved for Scot Folda, for a new fence and a new sidewalk.

Coltyn Thomas submitted a request to build a structure for keeping animals. Gilligan moved to approve the permit pending homeowner approval and 10’ property setbacks. The motion passed.

Romo and the council discussed and decided on increasing the plot cost to $200. Town policy change will be reviewed for approval at the July 8 council meeting.

The town has an opportunity to own the softball field and make improvements. The current owners agreed to give the town the land if the town repairs the waterline into their property that freezes every winter. Gilligan moved to approve the repair costs up to $6,000 and the motion passed unanimously.

Romo and Cochran reported meeting with attorney Laura Christofferson to review the city policy, affecting the second of two readings that are required to amend the changes. Gilligan moved to approve Resolution Number 213 to amend chapters 2.06.030, 2.08.010, 9.06.020 and 9.06.030 of the town code of Bainville. The motion passed unanimously.

Gilligan is going to look into what is required to create a planning and zoning committee.

Romo made his recommendation for a school liaison, nominating Gilligan, which was approved.

There was also discussion about the possible leak at the school for the football field sprinkler system. The town water operators, Hannum and Gilligan all agreed there is no current leak and it is safe to turn on the sprinkler system.

Water loss of 82,295 gallons was reported, marking 15 percent in May 2024. The town’s goal is 10 percent or less.

The next regular meeting will be held on Monday, July 8, at 7 p.m. at the Bainville Town Hall.
