Bainville Council Talks Noise Ordinance

The Bainville Town Council held their regular meeting Monday, Nov. 14. Mayor Toby Romo was present, as were councilpersons Carol Rasmussen, Nick Tester and Will Rathbun.

A first reading was given to an ordinance adopting noise regulations to restrict or prohibit noises, “which a reasonable person may find offensive” within town limits. A public hearing has been set for Dec. 12.

Romo is looking to find a fourth council member. Talks are ongoing.

A hookup fee for water and sewer service was discussed. Talks are also ongoing on this item.

Council member Nick Tester was appointed to the committee on fire.

Building and animal permits were approved for Christian Von Ruden so that he can build a fence and keep three horses and one mule.

Public works director Lyle Lambert said reports on lead and copper testing for DEQ have been scheduled for a June 1 to Sept. 30 testing period.

The treasurer’s report was submitted, including the cash balance, bank reconciliation and year expense and revenue reports, as well as receipts from utility billing. Delinquent accounts were reviewed. Claims, JVs and payroll slips were approved, as were voided checks and an approval for the mayor and council president to sign November payroll checks. Meeting minutes for the Oct. 11 meeting were approved.

The next regular meeting is set for Dec. 12 at 7 p.m.
